Summary:

The work schedule for this position is:


  • Full Time (40 hours per week)

The Institutional Capacity Building (ICB) Manager will support the Minister of Defense Advisor (MoDA) position as the principle subject matter expert (SME) on institutional capacity building for Indonesia Ministry of Defense (Kementrian Pertahanan/KEMHAN) and Indonesia Armed Forces Head Quarter (Markas Besar Tentara Nasional lndonesia/MABES TNI). The position will be expected to maintain the corporate knowledge in terms of MoDA relationships and program execution. Lines of effort include advising on: defense industry, research and redevelopment, acquisition, security, rule of law, and maritime strategy. Ongoing programs include the Institute for Security Governance (ISG), Defense Institute of International Legal Studies (DIILS), Technology and Defense Industry Working Group, and the Cooperative Technology Security Agency. The ICB Manager will support the MoDA with translation, interpretation and meeting management, liaising with KEMHAN and MABES TNI, and working with the service (Army, Navy and Air Force) headquarters in Bahasa Indonesian and English on a daily basis. The position will also support the ASEAN MoDA position with interpretation and translation support, as well as strategy and policy research as required.


Qualifications and Evaluations Requirements:

Experience: Must have minimum three (3) years of working experience in Government Administration, Program Management or experience in the Indonesian Defense and Security field.


Education Requirements:

Education: Must have minimum a bachelors degree in one of the following fields: Business Administration, Political Science (International Relations, Development Studies, Economics, Defense Studies).

Evaluations:

LANGUAGE: Fluency Speaking/Reading/Writing English and Bahasa Indonesia (this may be tested).


SKILLS AND ABILITIES
:


  • Superior interpersonal, organizational, communication, management, teamwork and clerical skills are required.

  • Must be capable of operating with minimal guidance and supervision.

  • Must have an ability to develop and maintain a range of working and senior level contacts in governmental, non-governmental and private sector organizations.

  • Must be able to communicate confidently and effectively by phone, e-mail, letter and orally (face to face, including delivering briefings) in both English and Bahasa Indonesia.

  • Must have good judgement and analytical decision-making skills to be able to deal with all tasks, specified and implied.

  • Must be able to work efficiently and be flexible to react to constant changes.

  • Must have excellent persuasive skills to promote U.S. objectives for the capacity building programs and mesh them with Indonesian objectives and requirements.

  • Must be an innovative self-starter to establish own priorities, suspense and work schedules so as to accomplish the mission with minimal supervision.

  • A high level of competency in MS computer applications (Word, Access, Excel, PowerPoint, SharePoint) is required.

  • Must be capable of functioning as part of a team.

For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.
