Ad Title: SKALA Technical Advisory Panel - Public Financial Management (PFM) & Minimum Service Standard (MSS) Program Background The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesias large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Programs core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australias previous 19 years of support to Indonesias decentralised government system. For more information, please see www.dt-global.com The Role The technical advisory panel under PFM & MSS (Public Financial Management and Minimum Service Standard) unit aims to support and provide technical input to the implementation of the SKALA PFM & MSS work plan. copy paste it to access the full Terms of Reference for this position: https://tinyurl.com/2mm4tax2 About You The Panel of Advisors will be assigned to one or more of the following categories: Expertise No. Area of Expertise Brief Description PFM-1 Public Financial Management (incl. village financing i.e. SISKEUDES) Advisory and technical input to relevant national and sub-national stakeholders including village governments on PFM related policies, strategic prioritization with the emphasis on the composition of expenditure, econometrics analysis, and operational efficiency in use of resources. PFM-2 Planning and Budgeting (incl. Nomenclature Analysis) Provides technical input to relevant national and sub-national stakeholders on planning and budgeting preparation, monitoring and evaluation, financial analysis and forecasting, and the application on the result of nomenclature analysis. PFM-3 Fiscal Decentralization Advisory and technical input to national and sub-national political economy, econometrics analysis, decentralization and fiscal analysis on Governance, and technical input to the development of policy/guidelines on fiscal decentralisation. PFM-4 Fiscal Policy Advisory and technical input to national and sub-national fiscal policies on specific and general allocation fund, performance incentives fund, village fund, special autonomy fund, and regional sovereign fund, as well as econometrics analysis. PFM-5 Special Autonomy (OTSUS) Management Advisory and technical input to national and sub-national on special autonomy policies, planning, budgeting, monitoring and evaluation, and political economy analysis, particularly in the region of Aceh and Papua. PFM-6 Decentralisation Advisory and technical input to national and sub-national governments on political economy and econometrics analysis, governance, and technical input to the development of policies and guidelines. PFM-7 Regional Planning Provides technical input to national and sub-national policies on regional planning, and monitoring and evaluation. PFM-8 Regional Economy Advisory and technical input to the identification, design, development, econometrics analysis, monitoring and evaluation to promote economic management, and/or to ensure economic soundness and consistency with policies and strategies to further development within and among the national and subnational government. PFM-9 Legal, Compliance and Policy Advisory and technical input to national and sub-national on performing research on topics related to public policy issues in order to develop informed opinions about potential courses of action, preparing reports that outline the implications of proposed legislation or other policy changes on special autonomy implementation, and to ensure compliance with applicable laws and regulations PFM-10 Capacity Development Advisory and technical input to national and sub-national capacity development strategy, and recommendation on adaptations based on lessons learned from previous programmes as well as ensure diversity, gender equality, and social inclusion in capacity-building. PFM-11 Education Financing Advisory and technical input to national and sub-national governments on a financial, political, social, econometrics analysis through which public revenues and other resources are collected and allocated to finance education sectors PFM-12 Health Financing Advisory and technical input to national and sub-national governments on a financial, political, social, and econometrics analysis through which public revenues and other resources are collected and allocated to health sectors PFM-13 Infrastructure Financing Advisory and technical input to national and sub-national financial, political, social, econometrics analysis through which public revenues and other resources are collected and allocated to finance infrastructure sectors PFM-14 Social Protection Financing Advisory and technical input to national and sub-national financial, political, social, econometrics analysis through which public revenues and other resources are collected and allocated to finance Social Protection initiatives. PFM-15 OTSUS Communication Strategy Advisory and technical input to national and sub-national on developing and implementing internal and external communication strategies and plans, stakeholder needs analysis, provide recommendations for message and information development, selection of communication methods, and scheduling of messages for highly sensitive political condition such as Otsus. PFM-16 Local Revenue Generation Advisory and technical input to national and sub-national financial, political, social, and econometrics analysis through which public revenues and other resources are collected and allocated such as State and local governments revenues and alternative financing. PFM-17 Accounting Advisory and technical input to national and sub-national financial reports and system analysis including chart of account, nomenclature, findings on anomaly data of balance sheet accounts, and budget realisation report. PFM-18 Minimum Service Standard Policy Development Advisory and technical input to national and sub-national governments on minimum service standard (MSS) development policies, financing policies, and monitoring and evaluations on MSS application. PFM-19 PFM Monitoring & Evaluation Advisory and technical input to national and sub-national performance of indicators, design the tools of M and E, and conduct analysis of PFM related works. Please note that it is not necessary to have capacity and expertise in all areas specified by the scope of work above. We encourage the interested advisers to specify their specialisation and expertise and make it clear in their application documents.Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
The panel members will report to PFM & MSS Lead and collaborate with other SKALAs teams.
Selection Criteria Essential 1. Minimum postgraduate qualifications (Masters or PhD) in relevant discipline. 2. Relevant mid and expert level technical and operational experience in the field of expertise. 3. Experience in providing advisory services in the area of expertise. 4. Minimum 12 years of total working experience in the area of expertise. 5. Minimum 5 years of experience working with/for GOI ministries on relevant area. 6. Minimum 5 years of experience working with DFAT and/or other donor funded projects. 7. Has enough knowledge and experience of gender equality, people with disability and social inclusion issues. 8. Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients and officials. 9. Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
