Ad Title: Policy Analyst Intern Program Background The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesias large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Programs core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australias previous 19 years of support to Indonesias decentralised government system. The SKALA Program is to be implemented through the following three pillars:
  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

For more information, please see www.dt-global.com The Role The SKALA Office has organized an internship program to provide a framework by which students from diverse academic backgrounds, particularly those related to policy analysis and advocacy, may be assigned to support various assignments and tasks at the SKALA Office. Through this internship, their educational experience can be enhanced through practical work assignments, as well as providing an opportunity to make substantive contributions to the SKALAs office work.   • Learning the administrative and logistical aspects of policy advocacy activities.
  • Understanding of regulatory and policy mapping related to the SKALA themes, including public financial management, minimum service standards, data and analysis, and gender equality, disabilities, and social inclusion.
  • Understanding the initial figure of the community of practice (Komunitas Analis Kebijakan) as a public policy ecosystem consisting of state and non-state actors in 10 SKALA provinces
  • Learning about policy recommendation drafting, including policy notes, policy briefs, policy memos, or policy papers related to the SKALA themes, including public financial management, minimum service standards, data and analysis, and gender equality, disabilities, and social inclusion.
About You Specific Responsibilities
  • Support the implementation of SKALA activities through providing technical and administrative assistance as indicated in the workplan.
  • Map the regulations and policies related to the SKALA themes, including Public Financial Management, Minimum Service Standards, Data and Analysis, and Gender Equality, Disabilities, and Social Inclusion.
  • Assist the formulation of policy recommendation tools, including policy paper, policy brief, memo, etc.
  • Learn the establishment of community of practice at SKALA provinces to influence and support public policymaking process on basic services.
  • At the end of the assignment, the intern should write a simple report and output she/he learns during her/his tenure as an intern.
Other Duties
  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA
Job Requirements
  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is not required.
Relationship Management This role will be working closely with Policy Advocacy Unit including with technical experts and government counterpart, i.e.: BSKDN, The Ministry of Home Affairs, The National Institute of Public Administration (LAN), etc. This position will report to Policy Advocacy Lead. Selection Criteria Essential 1. Recently graduated from university and unemployed or at least 7th semester student majoring in Economics (Management, Economics, Finance) or public administration, public policy, social sciences, business economics or other relevant administration 2. Demonstrated strong analytical and writing skills and experience preparing documentation, and meeting notes for the internal team. 3. Demonstrated interest on SKALAs thematic works areas. 4. Proficient Microsoft Office (Word, Excel, PowerPoint) and other presentation application and Microsoft projects is preferable. 5. Excellent interpersonal, written, and verbal communication skills 6. The ability to speak and write in English is preferable. 7. Ability to participate full-time during the internship for 12 consecutive weeks. Preferred 1. Proven experience working collaboratively in student organizations or committees 2. A proactive attitude, eagerness to learn, and willingness to contribute. 3. Good interpersonal skills to engage with diverse teams.
