Consultancy Needed - Climate-Proofing Infrastructure Officer for KFIF - Bandung

Background

The "Landscape-Based Approach Catalyzing Community Resilience to Floods in Kabupaten Bandung" aims to collaboratively address elevated flood risks influenced by climate factors by implementing multi-village strategies. This initiative is dedicated to mitigating flood hazards through collective actions, enhancing community resilience, and reducing vulnerability.

The project will deliver a functioning early warning system for floods and flood management infrastructure combining green (refers to natural or nature-based solutions designed to provide environmental benefits) and gray elements (refers to artificial or human-made structures) such as solid waste management facilities and cleaned waterways. Additionally, it encompasses a range of watershed components tailored to each village’s needs, including terracing, afforestation, retention ponds, Bio Pore permeable absorption holes, ditch embankment, and tree planting. Planting trees plays a key role in flood mitigation by reducing runoff, preventing erosion, improving soil infiltration, and serving as natural flood buffers. Trees also enhance water quality through pollutant filtration.

As part of non-structural support for infrastructures, the project incorporates a youth-led awareness campaign involving children through art and poster competitions. Joint monitoring and maintenance are planned to ensure the proper functioning of the infrastructure and alignment of behavior change. A proportional project promotional activity is integrated into this component.

The projects expected impact includes reduced flood damage, enhanced community safety, empowerment of residents through capacity building, climate adaptation through resilient infrastructure, and positive environmental conservation effects. In summary, its aims include bolstering community resilience, reducing flood-related challenges, and promoting sustainable practices in Kabupaten Bandung/Bandung District .

Objectives of the service

Climate Resilience Officer will support the Program Coordinator to ensure activities under "Landscape-Based Approach Catalyzing Community Resilience to Floods” run smoothly and meet the quality and expected result within timeframe and logframe

Role Purpose

• Maintain close coordination between SC IDN and Implementing Partner
• Maintain close coordination among key stakeholder inter village within the landscape and district level
• Provide support to enabling non-structural support to infrastructures including child-centred awareness campigns, joint monitoring and project promotion
• Ensure program activity implementation meet the quality and expected result within set timeframes and logframe
• Ensure Save the Children’s Safeguarding Policy is in place during program implementation
• Work Closely with MEAL team to ensure completion of data and information needed by project
• Provide support related to administration and paper work
Others project related work assigned.

Qualification and Criteria for the External Collabolator selection based on competency and expertise or core and technical competencies

• A minimum of 3 years of experience in Project Implementation. Experience related to Disaster preparedness and Early Warning System Establishment is highly desirable.
• Demonstrated understanding, knowledge and experience related to Community-Based and Landscape-Based Approach, Disaster Preparedness, and Early Warning System Establishment
• Has good communication skills and community engagement.
• Demonstrated ability to build and maintain strong coordination with Government Stakeholders and Implementing partners.
• Proven ability to work productively, independently, and effectively within set timeframes.
• Proven ability to work with children, youth and young people.
• Commitment to and understanding of Save the Children’s aims, values and principles including right-based approaches.
