Health and Nutrition Program Director - Jakarta

Background

Save the Children Indonesia (SC IDN) gained the status as an Associate Member Country in November 2019. In 2021, SC IDN’s Board of Patron has approved the transformation towards a Diversified Non-Governmental Organization (NGO) business model with the ambition of achieving tripling impact in 2030. One of the themes that is the focus of the organization is the health and nutrition.

By 2024, SC IDN aims to contribute to 12 million children annually having equitable access to and using quality essential health and nutrition services. To achieve these goals, there needs to be a person to lead the development, execution, and implementation of health and nutrition program. We are looking for a consultancy role of Health and Nutrition Director to lead and manage health and nutrition program in achieving the goals of tripling impact.

Objectives

The External Collaborator (EC) will report to the Chief of Program Partnership, Strategic Program, & Operations Officer (PSPO) and will work closely with other PSPO team members and across department in SC IDN. The EC is expected to advise and develop the health and nutrition programs of Save the Children Indonesia.

The EC will be expected to be involved in strategic planning, program development, and coordination to ensure the effective implementation of health and nutrition initiatives that positively impact Indonesian children’s well-being. The EC will also be expected to work closely with Senior Management Team (SMT) and other external stakeholders such as the government, health service providers, stakeholders, consultant, donor, vendors, other NGOs.

Scope of Work

The EC will be expected to deliver day-to-day responsibilities for strategic advice on health and nutrition program, as well as health & nutrition portfolio development as part of integrated programming linked with other thematic for children’s well-being.

1. Strategic directions and advice on health and nutrition programs:

  • Develop and implement a comprehensive health and nutrition strategy aligned with the organizations mission and goals, including to provide visionary leadership to the health and nutrition team, fostering a collaborative and high-impact work environment, while ensuring its compliance with relevant health and nutrition policies and guidelines in both SC and Indonesia
  • Design the health and nutrition program development plan, ensuring they meet high standards and are evidence-based, review the regular assessments of program effectiveness that measure the overall impact of health and nutrition programs on child well-being, and recommend data-driven decisions for continuous enhancement

2. Health & nutrition program development and localization

  • Work with Program Impact Creation (PIC) and PSPO team to expand the portfolio of health and nutrition program, as part of integrated programming approach, by providing technical advice on health and nutrition interventions, as well as network with potential donors
  • Provide technical support to all health and nutrition teams including the evaluation and impact analysis of current projects to contribute to writing of donor proposals
  • Advise on strategic partnerships development to support health & nutrition program portfolio development, with governmental entities, NGOs, and other stakeholders to enhance the impact and reach of health and nutrition programs, align with organization goals towards advanced localization

Deliverables

Deliverables are submitted monthly, along with the record of monthly activities, to be reviewed and approved by the supervisor. Deliverables may include but are not limited to the following:

  • Together with PIC and PSPO team, develop transition and program development roadmap of existing health and nutrition projects to align with the future pathway of integrated programming and localization roadmap, contribute to children/youth rights and well-being in Indonesia
  • Portfolio development of health and nutrition program and engagement with donors to develop health and nutrition portfolio as part of integrated programming, with target of USD 5 million funding for the project

Qualifications

Essential

  • Minimum of 20+ years of experiences in health and nutrition program management with an integrated and holistic intervention approach, focus on children/youth well-being, preferably in international development settings
  • Masters degree in public health, Nutrition, or a related field; PhD is preferable with strong understanding of child health and nutrition issues, as part of holistic and integrated intervention for children/youth well-being in the context of developing countries at both national and regional scale, including understanding of political, economy, geographic characteristic, regional issues and solutions, etcetera
  • Proven experience in program development and program sustainability strategy, with proven track record in supporting fundraising that continuously increased program budget portfolio
  • Solid understanding on integrated programming concept and approach with multiple thematic interventions in a certain area (village/district/province level) and able to implement a solid multi-stakeholders partnerships model (ecosystem convener), to ensure significant positive impacts in fulfilling children’s rights to survive, learn, and be protected are fulfilled, contribute to the Sustainable Development Goals (SDGs) 2030
  • Strong ability to build and maintain effective partnerships with governmental bodies, NGOs, donors, and other stakeholders with high level experiences in negotiation and networking skills
  • Excellent communication, negotiation, networking skills in both English and Bahasa Indonesia, with strong analytical and problem-solving skills
  • A strong commitment to Save the Childrens mission and principles, particularly in promoting and safeguarding the rights of children

Desirable

  • Experience in successful advocacy efforts and influencing policy changes related to child health and nutrition
  • Understanding of localisation initiative, system thinking, design thinking
