Posisi Overview

This Posisi is responsible to lead, plan, implement, and continuously improve nursing services from the pre-commissioning phase through daily hospital operations, ensuring safe, effective, compliant, and patient-centered nursing care.

Key Outcomes:

Pre-Commissioning Outcomes

  • Fully establish nursing organizational structure, roles, and reporting lines.
  • Approved and implemented nursing policies, SOPs, and clinical guidelines.
  • Nursing staffing plan completed with competent, credentialed nurses recruited
  • All nursing staff successfully complete orientation and mandatory training.
  • Nursing workflows, facilities, and equipment are ready and validated.
  • Nursing modules in Hospital Information System (HIS) tested and operational

Commissioning & Go-Live Outcomes

  • All nursing units achieve operational readiness approval before opening
  • Successful execution of clinical simulations and emergency drills.
  • Nursing services commence with minimal incidents and service disruption.
  • Patient safety systems (incident reporting, IPC) are fully functional.
  • Smooth handover from project team to hospital operations.

Early Operational Outcomes

  • Safe, consistent, and effective nursing care delivery across all units.
  • Nursing staffing levels aligned with patient acuity and service demand.
  • Nursing documentation compliance meets hospital and regulatory standards

Effective Interdepartmental Coordination

  • Strong collaboration between medical services, nursing, facilities, IT, HR, finance, and support units.
  • Rapid resolution of operational issues.

Financial & Case Mix Performance

  • Accurate clinical documentation and coding supporting optimal reimbursement.
  • Controlled medical service costs and efficient resource utilization.

Continuous Improvement & Service Development

  • Ongoing identification of gaps and opportunities for improvement.
  • Development of services aligned with hospital strategy and community needs.

Transparent Governance & Reporting

  • Timely, accurate reporting of clinical performance, risks, and outcomes.
  • Data-driven recommendations adopted by hospital leadership.

Primary Duties and Responsibilities

Commissioning & Pre-Opening Phase

Clinical Service Readiness

  • Lead the commissioning and operational readiness of all medical services.
  • Ensure clinical workflows, patient pathways, and service models are tested through trial operations and simulations.
  • Validate readiness of facilities, medical equipment, IT systems, and staffing prior to go-live.

SOP, Policy & Governance Setup

  • Develop, review, and implement clinical SOPs, policies, and service protocols.
  • Ensure alignment with Ministry of Health (MOH) regulations and accreditation standards (KARS).
  • Establish clinical governance, patient safety, and quality frameworks.

Medical Staffing & Credentialing

  • Coordinate recruitment, credentialing, and privileging of doctors in collaboration with the Medical Committee.
  • Support onboarding, orientation, and training programs for medical staff.
  • Ensure adequate medical coverage plans for opening and early operations.

Regulatory & Licensing Compliance

  • Support preparation for licensing, inspections, and regulatory approvals.
  • Ensure clinical services meet all operational and legal requirements before opening.

Go-Live & Transition Planning

  • Develop and execute go-live plans (phased or full opening).
  • Identify and mitigate clinical risks during commissioning and early operations.
  • Support smooth handover from commissioning team to operational management.

Daily Hospital Operations Phase

Medical Services Operations Management

  • Oversee daily operations of medical services to ensure safe, efficient, and continuous patient care.
  • Monitor service performance, patient flow, and clinical productivity.
  • Address operational issues and ensure continuity of care.

Quality, Patient Safety & Risk Management

  • Implement and monitor patient safety programs, incident reporting, and quality improvement initiatives.
  • Ensure effective Infection Prevention and Control (IPC) practices.
  • Lead corrective and preventive actions based on audits and incident reviews.

Medical Staff Management & Doctor Relations

  • Maintain effective communication and collaboration with doctors and specialists.
  • Monitor medical staff performance, attendance, and compliance with hospital policies.
  • Resolve service-related issues involving medical staff.

Compliance & Accreditation Maintenance

  • Maintain ongoing compliance with healthcare regulations and accreditation standards.
  • Support accreditation surveys, audits, and regulatory reviews.
  • Ensure timely renewal of licenses and clinical permits.

Performance Monitoring & Reporting

  • Monitor clinical KPIs, service utilization, and outcomes.
  • Prepare regular reports for hospital management and committees.
  • Recommend service improvements based on data and operational trends.

Continuous Improvement & Service Development

  • Identify opportunities to improve service quality, efficiency, and patient experience.
  • Support development and expansion of medical services in line with hospital strategy.
  • Promote a culture of quality, safety, and continuous improvement.

Selection Criteria

  • Bachelor degree in Medicine, preferably Master’s degree in Hospital Management (MARS), Public Health (MPH), Business Administration (MBA), or Healthcare Administration.
  • Minimum 5-10 years of leadership experience in hospital, preferably type B hospital.
  • Proven experience in hospital commissioning, pre-opening, or service expansion.
  • Hands-on experience managing multiple clinical services (e.g., ER, Surgery, Dialysis, MCU).
