Indonesia is one of Germanys global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, and Protection of Biodiversity and the Environment.
The Environmental and Social (E&S) Specialist based at KfWs Jakarta office will be part of KfWs internal E&S network and work closely with E&S Experts in the Southeast Asia department (LEc) as well as the Competence Center Environment and Social Matters (KCUS). Her/His work will focus on the following areas:
Project Acquisition and Implementation
- Take an active role in KfW missions for project appraisal, progress control and completion, including preparation, attendance, and follow-up
- Closely collaborate with colleagues in Frankfurt selecting qualified consultants, including preparing and maintaining a list of qualified companies and individual experts and preparing ToRs
- Support projects along the entire project cycle from screening to categorization and implementation, including gathering information on-site as well as through the local press and social media and serving as local point of contact for project partners regarding ESHS matters and providing support to project partners on public and stakeholder engagement activities
- Organize E&S workshops and trainings for Partners
- Handle complaints from Grievance Mechanisms of Projects as well as KfWs General Grievance Mechanism in close cooperation with the responsible Portfolio Manager and colleagues in Frankfurt
- Follow up of Incident Reporting from project in close cooperation with the responsible Portfolio Manager and colleagues in Frankfurt
Screening Indonesian E&S Issues
- Follow the local press and social media with a focus on E&S issues that might impact KfW Projects and/or Partners
- Summarize E&S related regulatory developments in Indonesia, including Bappenas and the Blue/Green Book process and inform KfWs internal E&S network
- Network with other development finance institutions active in Indonesia on E&S matters
Professional Development
- Play an active part in KfWs internal E&S network, e.g., by attending Jour fixes and the USSV Retreat and other networking events
- Attend KfWs onboarding seminars and professional development trainings, especially E&S related
Qualification
- University degree in anthropology / sociology or related disciplines;
- 5 years of experience conducting socio-economic studies, impact assessments and involuntary resettlement planning in line with Indonesian legislation;
- Experience with conducting environmental & social risk assessments according to Indonesian regulations (AMDAL);
- Experience in leading and participating in stakeholder engagement processes;
- Experiences with indigenous peoples planning and implementation;
- Profound knowledge on Indonesian legislation with regards to social aspects;
- Preferably experiences in the development cooperation;
- Preferably experiences with international social safeguard standards (WB ESS, IFC PS, etc);
- Good communication and reporting skills; fluent in English and Bahasa.
