Posisi Overview

The Safety & Occupational Health Manager (HS) is responsible for leading the development, standardization, and governance of Health & Safety (HSE) practices across all business units. This role functions as a group-level center of excellence, focusing on strategy, system development, compliance assurance, and performance monitoring rather than direct site execution.

The Posisi plays a critical role in embedding a strong safety culture, ensuring compliance with Indonesian regulations, and aligning HSE initiatives with overall business strategy across diverse sectors including mining, smelting, logistics, plantation, and renewable energy.

Key Responsibilities

HSE Strategy & Governance (HS Scope)

• Develop, implement, and continuously improve group-wide HSE policies, standards, and frameworks with a focus on occupational health and safety
• Ensure alignment of HSE strategies across subsidiaries and integrate safety into overall business objectives

Regulatory Compliance & Assurance (HS Scope)

• Ensure full compliance with Indonesian regulations, including UU No.1 Tahun 1970, PP No.50 Tahun 2012, and SMKP Minerba
• Monitor regulatory changes and maintain audit readiness across all business entities

HSE System Development (HS Scope)

• Design and standardize HSE management systems, SOPs, and risk assessment frameworks (e.g., HIRADC, JSA)
• Lead and support implementation of ISO 45001 across all operations

Risk Management & Monitoring (HS Scope)

• Establish and maintain a group-level HSE risk register and control measures
• Monitor and analyze key safety performance indicators such as TRIR, LTIFR, and near-miss incidents
• Conduct internal audits and periodic site reviews to ensure compliance and effectiveness

Capability & Culture Building

• Develop HSE competency frameworks and training programs
• Promote leadership engagement and foster a behavior-based safety culture across the organization

Incident & Crisis Management

• Establish standardized incident reporting, investigation, and emergency response systems
• Lead major incident reviews and ensure implementation of corrective and preventive actions

Stakeholder Management

• Liaise with government authorities (e.g., Kemnaker, ESDM) and external auditors
• Provide expert advice to senior management on HSE risks, compliance, and improvement opportunities

Candidate Profile

Requirements

Education & Certification

• Bachelor’s degree in Engineering or a related field
• Mandatory certification: AK3U / K3
• Preferred certifications: POP/POM (mining), ISO 45001 Lead Auditor

Experience

• 10–15+ years of experience in HSE, with a strong focus on Occupational Health & Safety
• Proven experience in mining, natural resources, or heavy industries
• Experience working in multi-site or group-level governance roles
• Demonstrated success in developing HSE systems and managing regulatory compliance

Technical Skills

• Strong knowledge of Indonesian HSE and mining regulations (e.g., SMKP Minerba, SMK3)
• Expertise in safety risk management and auditing

Leadership & Behavioral Competencies

• Strong stakeholder management and influencing skills
• Strategic thinking with the ability to drive standardization across diverse business units
• High level of accountability and problem-solving capability

Additional Requirements

• Based in Jakarta (Head Office)
• Willing to travel frequently to operational sites, including monthly travel outside Java
• Fluent in Bahasa Indonesia and English (both written and spoken)
• Korean language proficiency (business level, e.g., TOPIK 5 or equivalent) is an advantage
