HR Specialist

Position Overview:We are seeking a proactive and experienced Human Resources Specialist fluent in Mandarin to comprehensively manage recruitment (including headhunting and outsourcing management) and the development, management, and liaison of HR-related vendor resources for our company in Semarang and the wider Indonesian region. This role serves as a critical bridge between business departments and HR services, requiring candidates to possess solid practical knowledge of Indonesian HR operations and excellent Mandarin communication skills.

Key Responsibilities:

  1. Recruitment & Headhunting:

    • Manage the end-to-end recruitment process: understanding hiring manager requirements, job posting, resume screening, interview scheduling, and issuing offer letters.

    • Focus: Utilize headhunting techniques to proactively source, attract, and assess mid-to-senior level talent or candidates with niche skills.

    • Manage and optimize recruitment channels (online job boards, social media, job fairs, employee referrals, etc.).

  2. Outsourcing Management:

    • Liaise with outsourcing service vendors to manage the recruitment, onboarding, in-service, and offboarding processes for outsourced personnel.

    • Monitor the quality of outsourced services to ensure compliance with company requirements and contractual agreements.

    • Coordinate and resolve issues between outsourced employees, the company, and vendors.

  3. Vendor Sourcing & Management:

    • Proactively identify, evaluate, and screen HR-related vendors (e.g., recruitment agencies, headhunting firms, outsourcing providers, training vendors, BPJS-related service providers, benefits suppliers).

    • Responsible for vendor negotiation, contract management, relationship maintenance, and performance evaluation.

    • Act as the primary point of contact between the company and HR service vendors, ensuring smooth communication and efficient service delivery.

  4. General HR Support:

    • Provide support for employee relations activities as needed.

    • Assist superiors with other HR-related projects or tasks.

Qualifications:

  1. Language Skills (Mandatory):

    • Fluent in Mandarin (Putonghua) speaking, listening, reading, and writing, capable of seamless business communication, document handling, and cross-cultural collaboration.

    • Good command of English (reading/writing prioritized) is a plus.

  2. Education & Experience:

    • Bachelors degree or higher; preference for majors in Human Resource Management, Business Administration, Psychology, or related fields.

    • Minimum of 2-3 years of relevant HR work experience in Indonesia, must include recruitment experience.

    • Experience managing outsourced employees is preferred.

  3. Knowledge & Skills:

    • Proficient in Indonesian labor laws and regulations.

    • Solid understanding of end-to-end recruitment processes and various sourcing techniques (including proactive searching).

    • Strong vendor development, negotiation, and management skills.
