Overview

This is a temporary position up to 4 months for procurement and related administrative support within INOVASI. The role supports administrative aspects of INOVASI procurements at national and sub-national offices.

Purpose of the Position

The Temporary Procurement Officer supports the administrative aspects of INOVASI procurements at the national and sub-national offices.

Duties
  • Assist the preparation of purchase requests (PR) and terms of reference (TOR) for goods and services in collaboration with the relevant team.
  • Draft the selection process for the procurement of goods and services at any given value, ensure each step of the procurement process and documentation is completed, adopt Value for Money (VfM) principles, and provide deadlines.
  • Assist Procurement and Grants Coordinator in the selection and management of INOVASI Preferred Supplier database at national and provincial levels.
  • Assist in the grants solicitation process and pre-award assessments.
  • Draft agreements for suppliers including purchase orders, task orders, service agreements, blanket agreements, and subcontractor/grant agreements.
  • Prepare and complete the contract checklist when issuing contract agreements, including obtaining due diligence documents from suppliers.
  • Maintain, update and monitor the contract management system and database of preferred suppliers regularly.
  • Prepare proforma payment approvals and complete supporting documents for invoices from subcontractors.
  • Coordinate with the INOVASI finance team in Jakarta regarding payments of procurement-related invoices, including preparing monthly budget forecasts for procurement-related expenses.
  • Communicate delivery schedules to suppliers/subcontractors, project payment schedules, and verify deliverables against terms and specifications.
  • Ensure all approvals and procurement records are kept safely and filed appropriately.
  • Archive procurement documents in hard and soft copies and ensure that all approvals are available and records are saved securely.
  • Monitor and address issues about incomplete procurement documentation or delays in milestones or invoice submissions by contracted suppliers.
  • Assist the Procurement and Grants Coordinator in yearly audit processes and in preparing documentation prior to the audit.
  • Provide support to provincial teams on procurement-related matters as needed, including travel to provinces and on-the-job training when required.
  • Conduct procurement-related spot checks of provincial offices and assessments of vendors and suppliers in Jakarta and provinces when required.
  • Other duties as reasonably required by the Procurement and Grants Coordinator consistent with the incumbents qualifications and experience.
Qualifications and Experience
  • Degree in Finance, Accountancy, Administration, or other relevant qualification.
  • Minimum five (5) years experience in admin, procurement, or equivalent, preferably with development projects or DFAT and other bilateral donor projects.
  • Demonstrated strong understanding of procurement/grant principles and practices; understanding of Commonwealth procurement rules and legal aspects is preferred.
  • Demonstrated ability to promote and initiate work processes and complete given assignments with minimal supervision.
  • Good proficiency in MS Word, MS Excel, SharePoint, and internet.
  • Ability to communicate effectively, both verbally and in writing.
  • Excellent written and verbal communication skills in Bahasa Indonesia; fluency in English would be an advantage.
  • Sound problem solving and decision-making skills.
  • Ability to work independently and as part of a team.
