Marine Safety Officer

Job Purpose

To ensure safe and environmentally compliant operations of vessels under management, in line with ISM Code, SOLAS, MARPOL, MLC, and company HSE policies. The Marine Safety Officer supports the fleet by monitoring safety performance, coordinating training, and assisting in audits and incident investigations.

Key Responsibilities

1. Compliance & Safety Management

  • Monitor vessels compliance with ISM Code, SOLAS, MARPOL, and other international maritime conventions.

  • Support implementation and continuous improvement of the Safety Management System (SMS).

  • Assist in maintaining records of drills, inspections, and safety audits.

2. Audits & Inspections

  • Conduct internal safety audits onboard vessels and at shore facilities.

  • Prepare vessels for Port State Control (PSC), Flag State, Class, and customer inspections.

  • Track and follow up corrective actions from audits and incident reports.

3. Incident & Risk Management

  • Record and investigate accidents, near misses, and unsafe conditions.

  • Assist in root cause analysis and recommend preventive measures.

  • Maintain the companys risk assessment and hazard reporting system.

4. Crew Training & Awareness

  • Provide training, induction, and refresher courses for seafarers on HSE procedures.

  • Support Masters and officers in conducting drills and exercises (fire, abandon ship, oil spill, etc.).

  • Promote a strong safety culture across the fleet.

5. Documentation & Reporting

  • Maintain accurate HSE documentation and safety records.

  • Prepare periodic safety performance reports for management review.

  • Update policies and procedures in line with new regulations and industry best practices.

6. Emergency Preparedness

  • Support the companys Emergency Response Team (ERT) during incidents.

  • Participate in shore-based emergency drills with vessels.

  • Ensure contingency plans (oil spill, fire, collision, grounding) are updated and tested.

Key Requirements

  • Education & Certification

    • Bachelors degree in Marine Engineering, Nautical Science, or related field.

    • Valid STCW II/2 or III/2 Certificate of Competency (preferred).

    • Training in ISM/ISPS, Internal Auditor, HSE Management an advantage.

  • Experience

    • Seagoing experience as Deck or Engine Officer.

    • Prior experience in ship management or HSE/QHSE department is a plus.

  • Skills

    • Strong knowledge of ISM Code, SOLAS, MARPOL, MLC, STCW.

    • Good analytical and problem-solving ability.

    • Strong communication and training skills.

    • Ability to conduct investigations and prepare reports.

KPIs (Key Performance Indicators)

  • Number of incidents, accidents, and near misses reported.

  • Closure rate of corrective and preventive actions (CAPA).

  • Audit performance (internal & external).

  • Crew safety training completion rates.

  • Improvement in fleet safety performance indicators.
