Do you want to build a genuinely worthwhile career? Working at the World Bank Group provides a unique opportunity for you to help our clients solve their most significant development challenges. The World Bank Group is one of the largest sources of funding and knowledge for developing countries; a unique global partnership of five institutions dedicated to ending extreme poverty, increasing shared prosperity, and promoting sustainable development. With 189 member countries and more than 120 offices worldwide, we work with public and private sector partners, investing in groundbreaking projects and using data, research, and technology to develop solutions to the most urgent global challenges.
Despite substantial economic growth and poverty reduction, East Asia and the Pacific (EAP) Region still faces enormous development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and the Region has a significant role in global public goods. The COVID pandemic dealt EAP a setback, especially in 2021, and as a result, poverty is expected to rise for the first time in over four decades. Many of our regions population remains vulnerable to income shocks, including a global economic slowdown, changing global and regional value chains, and climate-related risks. If you are ready to make an impact, we are looking for dedicated professionals to join our committed, creative, and diverse team to improve peoples lives and help EAP countries. East Asia and the Pacific Region: https://www.worldbank.org/en/country/pacificislands.
The Governance Global Practice (GGP) comprises various professional fields working on public institutions, including procurement, public sector management, governance and anti-corruption, and financial management. GGP convenes a leading group of practitioners focused on advancing pioneering practices and innovations in procurement, anti-corruption, and open government. To enhance its capacity, we seek to recruit a highly organized, energized, and experienced professional capable of operating effectively in the Indonesia Country Management Unit (CMU) and the rest of the EEAR2 countries.
The EEAR2 procurement team (18 staff and short-term consultants) is decentralized and based in six (6) country offices. It provides policy and operational procurement support to 150 active Bank-financed operations totaling UD17.5B in Indonesia and East Timor (EACIF); the Philippines, Brunei, Thailand, and Malaysia (EACGF); and the Pacific Islands and Papua New Guinea (EACNF.) The team is managed by an Accredited Practice Manager (APM) based in Bangkok, Thailand. The Senior Procurement Specialist (SPS) will be working under the oversight and guidance of the Accredited Practice Manager for EEAR2.
Duties and responsibilities
World Bank Procurement can make a critical difference in developing EAP borrower countries by building good governance practices, introducing borrowers to new/modern procurement practices, and ensuring effective project delivery. The SPS will support and further develop EEAR2s work program, specifically focusing on EACIF. S/he also supports overall operational work in EACGF and EACNF. The SPS will participate and play a vital role in the Departments operational, analytical, and advisory activities. This requires substantial knowledge of economic and public-sector governance issues, extensive operational experience in MIC and IDA countries, and considerable knowledge of and a track record of applying modern procurement practices. Experience working with Small States and FCV is looked-for. The SPS should also have diplomacy skills to effectively engage with the many stakeholders inside and outside the Bank and have demonstrated the ability to work effectively with counterparts in government and multilateral and bilateral institutions. The person is also expected to establish and maintain good working relationships with various international and national partner organizations (academia, civil society groups, and local research centers.)
The selected candidate will undertake the following tasks:
1. Works independently under the general direction of the Procurement Practice Manager. 3. Supports client countries in achieving value for money (VFM) in public procurement to enhance service delivery and development outcomes with integrity. Likewise, the selected candidate would substantially support the countrys dialogue regarding the reform and modernization of the public procurement system, strengthening legal, regulatory, and institutional frameworks and building procurement capacity.
4. Contributes to the EFIs efforts in promoting a full Procurement integration into the EFI development agenda through procurement reform dialogue, collaborating closely with Governance sector colleagues, and professionalizing the procurement function. Makes significant contributions to the development of client country procurement systems, including supporting the assessment of systems, creating country capacity, influencing the design, reform, and strengthening of institutional capacity within borrower entities, and monitoring the reform initiatives in client countries.
