Tax and Fiscal Policy Advisor (PERFORM Project)

Job Description

In Indonesia, GIZs Energy Transition Cluster / Energy Programme Indonesia acts as trusted partner and technical advisor to the Government of Indonesia c.q. the Ministry of Finance on fiscal frameworks to support the energy transition and climate finance, carbon pricing mechanism, also tax administration system in the framework of the project ‘Performing Energy Transition through Fiscal Reform (PERFORM).

The project objective is Strengthening carbon pricing mechanism and fiscal policy measures for climate protection and the energy transition to be achieved through three outputs:

  • Output 1 - strengthening the capacity of the Ministry of Finance (MoF) to create a fiscal framework for financing the energy transition.
  • Output 2 - aligning fiscal policy measures with national climate targets (NDC and NZE).
  • Output 3 - strengthening the capacity of the MoF to mobilise domestic revenues.

PERFORM Project works closely with Directorate General of Taxes (DJP), Directorate General of Economic and Fiscal Strategy (DJSEF) and Directorate General of Financial Sector Stability and Development (DJSPSK) to achieve the jointly defined objective and outputs is four years from 1 July 2023 up to 30 June 2027.

GIZ is recruiting an Indonesian qualified candidate for the position of:Tax and Fiscal Policy Advisor (Job title in SAP: Public Finance and Administration)

Core Tasks 

In your role you are responsible for the technical, substantive and organizational implementation of a projects measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues I bands 2 and 3, and ensure the quality of the commissions outcomes.

In addition you contribute to the conceptual design of the project, in particular its modifications or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective of the project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of the contracts on behalf of the company.

In consultation with your team colleagues and line managers, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required. 

Main Activities 

The Tax and Fiscal Policy Advisor will be responsible for executing duties outlined by PERFORM to ensure that deliverables are met in accordance with the Outcome, Outputs Indicators and Plan of Operation of the project including: 

  • Conduct assessment and development of tax and fiscal policies to optimize revenue, promote economic growth, and ensure fiscal sustainability.
  • Provide advice on tax reforms, fiscal frameworks, and government budgets i.e. corporate tax, indirect taxes, transfer pricing, international tax standards (e.g., BEPS), and fiscal regulations.
  • Collaborate with MoF, tax authorities, international organizations, and other stakeholders to align tax and fiscal policies with national economic goals.
  • Support MoF and tax authorities on compliance, risk management, and governance frameworks including monitoring of tax and fiscal policy implementation and evaluation.
  • Prepare technical reports, policy briefs, and presentations for MoF, tax authorities, international organizations, and other stakeholders.
  • Coordinate and arrange training and capacity development programs for MoF on tax policy and administration, fiscal management, and international tax matters.
  • Assist MoF in negotiations, consultations and forums related to tax and fiscal policy at national and international levels.
  • Coordinate activities to contribute towards the project objective, outcomes and outputs of the project and deliver periodic progress reports on pre-defined outputs indicators and deliverables, including analysis recommendations.

Job Requirements
  • Bachelors degree or higher in either tax policy, economics, public finance, public policy management, business administration, law, social science or comparable specialization with good understanding of tax policy and administration, fiscal management, and international taxation, energy policy, as well as sustainable finance issues.
  • 7 years proven experiences in project management and implementation, capacity development arrangement and events preparation, coordination and organization.
  • The ideal candidate would have the following skillset:
  • 5 years experiences working in corporate tax, indirect taxes, transfer pricing, international tax standards (e.g., BEPS), and fiscal regulations.
  • 5 years experiences working in fiscal policy, evidence-based policy-making, energy transition, sustainable finance or decarbonization.
  • General understanding on policy-making and legal framework in Indonesia.
  • Interest and sufficient knowledge in major issues of tax policy, fiscal analysis and low-carbon economy in international context.
  • Excellent interpersonal communication skills, including the ability to engage with public officials and to encourage collaboration with other programs, international offices, and partners
  • Very good working practical knowledge of IT, communication technologies, as well as software and other applications commonly used for office work.
  • Very good communication skills in English and Bahasa Indonesia, including speaking and writing.
