About The Roles

Technical Specialists focusing on Water/WASH, Transport, and Renewable Energy

The Technical Specialists will provide technical expertise and strategic guidance on specific initiatives within the facility. These roles supports the design, implementation, oversight, QA/QC, and evaluation of activities that promote inclusive economic growth, regional connectivity, and climate resilience.

Responsibilities:

  • In line with the specific sector level priorities, advise on policy, planning, and investment strategies aligned with DFAT priorities.
  • Support feasibility studies, procurement processes, and contract management for projects.
  • Design, monitor and evaluate technical investments, ensuring compliance with environmental and social safeguards.
  • Engage with government counterparts, multilateral development banks, and private sector stakeholders.
  • Prepare briefings, reports, and technical documentation for internal and external audiences.

Requirements:

  • Tertiary qualifications in civil engineering, urban planning, infrastructure economics, or a related field.
  • Minimum 5 years of experience in sector specific infrastructure development, preferably in international or donor-funded contexts.
  • Strong understanding of transport systems, logistics, and regulatory frameworks.
  • Experience with project management, procurement, and monitoring tools.
  • Excellent communication and stakeholder engagement skills.
  • Familiarity with DFAT policies, including gender equality, disability inclusion, and climate resilience, is desirable.

GEDSI Advisor

The GEDSI Advisor provides strategic and technical leadership to ensure gender equality, disability inclusion, and social equity are integrated across programming.

Responsibilities:

  • Lead the development and implementation of GEDSI strategies across program components.
  • Conduct GEDSI and safeguarding audits on policy documentation.
  • Advise on GEDSI policy gaps and improvements and provide recommendations on GEDSI integration in program design, MEL, and delivery.
  • Collaborate with disability advisers and local stakeholders to ensure coherence and impact.
  • Support the development of inclusive procurement, recruitment, and engagement practices.
  • Promote GEDSI knowledge sharing and localised best practices.
  • Build institutional capacity to respond to emerging GEDSI and safeguarding issues.
  • Develop indicators and tools to measure GEDSI outcomes.
  • Monitor risks and contribute to adaptive management and learning.
  • Prepare reports, case studies, and policy briefs for DFAT and stakeholders.

Requirements:

  • Postgraduate qualifications in gender studies, disability inclusion, development, or related fields preferred.
  • 10+ years of experience in GEDSI roles within international development.
  • Proven ability to lead GEDSI strategies and engage diverse stakeholders.
  • Experience working with DFAT or other donor-funded programs highly desirable.
  • Strong communication, analytical, and cross-cultural collaboration skills.
  • Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.

Disability Inclusion Specialist

The Disability Inclusion Specialist leads the integration of disability inclusion perspectives throughout the Facility. The role ensures the facilitys activities are rights-based, culturally grounded, and informed by the lived experiences of persons with disabilities.

Responsibilities:

  • Conduct disability rights and policy reviews.
  • Lead consultations and participatory engagement with stakeholders.
  • Perform accessibility and inclusion analysis for activities and develop findings and recommendations for consideration.
  • identify and strengthen systems and capacity for disability-inclusive social protection with government and private sector counterparts.
  • Engage with local and regional disability organizations and government officials.

Requirements:

  • Postgraduate qualifications in gender studies, disability inclusion, development, or related fields preferred.
  • 5+ years of experience in disability inclusion roles.
  • 10+ years of experience in disability advocacy and policy development.
  • Strong understanding of DFAT and regional disability frameworks.
  • Experience working with OPDs (Organizations of Persons with Disabilities).
  • Deep understanding of the lived realities of people with disabilities in Indonesia.
  • Excellent stakeholder engagement and policy writing skills.
  • Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.

Director of Finance and Operations

The Director of Finance and Operations serves as a senior leader responsible for overseeing financial management, operational systems, compliance, and administrative functions. The Director provides overall operational and financial management support to the Facility Director in support of project implementation.  S/he is responsible for the compliance of finance, operations, procurement, and grants components for the project.

Responsibilities:

  • Provide direct oversight of administrative and finance staff and build team capacity in adhering to DFAT and Chemonics policies and regulations.
  • Ensure planned activities are implemented successfully and according to schedule
  • Establish proper procedures, trackers, and filing systems for procurements, recruitment/hiring, performance management, subcontracts/vendors and maintain proper implementation of operational systems.
  • Maintain transparent, detailed, comprehensive and audit-proof record keeping systems per Chemonics policies, including for all project expenditures.
  • Promote and support staff continuous development and timely feedback and performance reviews
  • Oversee and ensure proper implementation of project procurement and logistics system, ensuring segregation of duties within procurement procedures
  • Oversee management of the physical office, as well as procurement of all office equipment, supplies and services
  • Ensure RFQs, travel authorization and advance requests, purchase requests, purchase orders, and subcontracts are drafted, executed and implemented according to Chemonics policies
  • Ensure security procedures are followed and updates circulated to relevant staff

Requirements:

  • Bachelors degree in accounting or business administration, masters degree preferred
  • At least eight years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs.
  • Extensive experience in development and managing a donor-funded grants program; DFAT experience preferred.
  • Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers.
  • Demonstrated versatility, leadership, and integrity.
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements.
  • Fluency in verbal and written English. Understanding of Indonesia Bahasa would be an advantage.
