Job Description

We are looking for an experienced and strategic Senior Manager - HCDGA (Human Capital Development & General Affairs) to lead and manage our human capital and general affairs functions across our mining operations. This role requires a professional with a deep understanding of the mining industry, particularly in managing large, complex operations with multiple sites and outsourced labor.

Key Responsibilities

  • Lead Human Capital strategy and operations for mining sites, including manpower planning, roster leave management, and workforce deployment.

  • Oversee the management of outsourced labor, including vendor relations, fee structuring, and compliance with labor regulations.

  • Develop and implement HR policies that align with business goals and meet mining industry standards.

  • Act as the key liaison with government agencies such as the Department of Mining, ensuring compliance with legal and regulatory requirements.

  • Handle industrial relations matters, including negotiations and engagement with labor unions and worker representatives.

  • Supervise General Affairs operations, including site facilities, security, and logistics coordination.

  • Collaborate closely with site operations teams to ensure integrated support and workforce readiness across all mining locations.

  • Drive continuous improvement in human capital processes, including talent development, training, and performance management.

Qualifications

  • Masters Degree (S2) from a reputable university, preferably in Human Resources, Industrial Engineering, Law, or Business Administration.

  • At least 3-5 years of experience in Senior Manager HCDGA or 8 years as Manager HCDGA roles, with significant exposure to the mining industry.

  • Strong background in handling roster-based systems and multi-site operations.

  • Proven experience managing outsourced labor and knowledge of contract and fee structures.

  • Excellent understanding of labor law, manpower regulations, and mining sector compliance.

  • Experience in dealing with labor unions and government institutions such as the Department of Mining or equivalent authorities.

  • Strong leadership, interpersonal, and negotiation skills.
