Posisi Overview

This Posisi is responsible for leading the planning, development, commissioning, and operational management of all ancillary services within the hospital. The role ensures that ancillary departments are established, licensed, staffed, equipped, and operationally ready prior to hospital opening, and subsequently managed to deliver safe, efficient, high-quality, and patient-centered services in compliance with regulatory, accreditation, and organizational requirements.

Key Outcomes

Pre-Commissioning Phase

  • Ancillary services are designed and established in accordance with the hospital's strategic plan, service profile, and regulatory requirements.
  • Departmental structures, staffing plans, workflows, policies, and procedures are developed and approved before commissioning.
  • Medical equipment, furniture, consumables, and technology requirements are identified, procured, and prepared according to project timelines.
  • All regulatory and licensing requirements related to ancillary services are fulfilled prior to hospital opening.
  • Recruitment, orientation, and training plans are completed to support operational readiness.

Commissioning Phase

  • All ancillary departments achieve operational readiness and successfully complete commissioning milestones according to the project schedule.
  • Medical equipment and supporting systems are installed, tested, validated, and functioning as intended.
  • Ancillary workflows are integrated effectively with clinical and non-clinical departments.
  • Staff competency assessments, simulations, and mock operations are completed with satisfactory outcomes.
  • Operational readiness assessments identify and close critical gaps before hospital opening.
  • Ancillary services are prepared to support safe and efficient patient care from Day One operations.

Operational Phase

  • Ancillary services consistently achieve quality, safety, operational, and financial performance targets.
  • Regulatory compliance, accreditation standards, and hospital policies are maintained at all times.
  • Service turnaround times, productivity, and resource utilization meet established benchmarks.
  • Patient, physician, and stakeholder satisfaction targets are achieved and sustained.
  • Equipment uptime, preventive maintenance compliance, and service continuity are maintained.
  • Quality improvement initiatives result in measurable enhancements to service efficiency, patient experience, and clinical outcomes.
  • Ancillary departments contribute effectively to hospital growth, revenue generation, and organizational objectives.
  • A competent, engaged, and high-performing ancillary workforce is developed and retained.

Primary Duties and Responsibilities

Pre-Commissioning Phase

Strategic Planning and Service Development

  • Develop the ancillary services strategy, operational framework, and implementation plan in alignment with the hospital's vision, business objectives, and clinical service profile.
  • Define the scope of services, organizational structure, staffing model, and operational requirements for all ancillary departments.
  • Participate in facility planning, design reviews, and workflow development to ensure efficient and compliant ancillary operations.
  • Develop departmental policies, procedures, clinical protocols, and standard operating procedures (SOPs).

Project Management and Operational Readiness

  • Lead ancillary services workstreams within the hospital pre-commissioning project.
  • Develop and monitor project timelines, milestones, and readiness plans.
  • Coordinate procurement planning for medical equipment, furniture, consumables, and operational supplies.
  • Ensure ancillary departments meet all operational readiness requirements before commissioning.
  • Workforce Planning and Recruitment
  • Regulatory and Accreditation Preparation

Workforce Planning and Recruitment

  • Develop manpower plans, job descriptions, and competency requirements.
  • Support recruitment, selection, onboarding, and orientation of ancillary staff.
  • Establish training matrices and competency development programs.

Regulatory and Accreditation Preparation

  • Ensure compliance with Ministry of Health regulations, licensing requirements, and accreditation standards.
  • Prepare documentation and evidence required for licensing and accreditation processes.
  • Collaborate with stakeholders to address regulatory and operational requirements.

Commissioning Phase

Department Activation and Readiness

  • Lead commissioning activities for all ancillary departments.
  • Coordinate department activation plans and go-live readiness activities.
  • Conduct workflow testing, process validation, and operational simulations.

Equipment and System Commissioning

  • Oversee installation, testing, calibration, validation, and acceptance of medical equipment.
  • Ensure successful integration of ancillary systems with Hospital Information Systems (HIS), Electronic Medical Records (EMR), Laboratory Information Systems (LIS), Radiology Information Systems (RIS), PACS, and Pharmacy Information Systems.
  • Verify equipment functionality and operational performance prior to service commencement.

Training and Competency Validation

  • Coordinate orientation, training, and competency assessments for ancillary personnel.
  • Conduct mock drills, emergency preparedness exercises, and patient journey simulations.
  • Ensure staff readiness and compliance with operational standards.

Readiness Assessment and Accreditation Support

  • Participate in operational readiness reviews and mock accreditation surveys.
  • Identify operational gaps and implement corrective actions.
  • Ensure all ancillary departments are prepared for hospital opening and accreditation requirements.

Hospital Operations Phase

Operational Leadership

  • Direct and oversee daily operations of ancillary departments to ensure safe, efficient, and high-quality service delivery.
  • Monitor departmental performance, productivity, turnaround times, and service utilization.
  • Ensure effective coordination between ancillary, clinical, and administrative departments.

Quality, Safety, and Compliance Management

  • Promote a culture of quality, patient safety, and continuous improvement.
  • Ensure compliance with hospital policies, regulatory requirements, infection prevention standards, and accreditation standards.
  • Monitor incidents, risks, audits, and corrective action plans.

Financial and Resource Management

  • Develop and manage departmental budgets and operational expenditures.
  • Monitor revenue, cost performance, resource utilization, and productivity indicators.
  • Identify opportunities for operational efficiency and service enhancement.

Leadership and People Management

  • Lead, mentor, and develop ancillary department leaders and staff.
  • Conduct performance management, succession planning, and talent development activities.

  • Establish and monitor departmental KPIs and service quality indicators.
  • Lead quality improvement initiatives and process optimization projects.

  • Support strategic initiatives that contribute to hospital growth, patient satisfaction, and organizational success.

Stakeholder Management

  • Collaborate with physicians, nursing leaders, department heads, vendors, regulators, and external partners.
  • Act as the primary liaison for ancillary services-related operational matters.
  • Support executive leadership in achieving hospital operational and strategic objectives.

Selection Criteria

  • Bachelor's Degree in Healthcare Administration, Hospital Management, Pharmacy, Medical Technology, Radiology, Nursing, Allied Health Sciences, or a related healthcare field.
  • Master's Degree in Hospital Administration, Healthcare Management, Business Administration, Public Health, or a related discipline is preferred.
  • Minimum 8โ€“10 years of experience in healthcare operations, ancillary services, or hospital management.
  • Minimum 5 years of progressive leadership experience managing ancillary or diagnostic support services within a hospital environment.
  • Proven experience in hospital pre-commissioning, commissioning, and operational readiness activities is highly preferred.
  • Experience managing multidisciplinary ancillary departments, including Laboratory, Radiology, Pharmacy, Rehabilitation, Nutrition, CSSD, and other support services.
  • Experience in hospital accreditation processes (KARS, JCI, STARKES, or equivalent).
  • Experience in budgeting, resource planning, and performance management.
  • Willing to be located in Depok, West Java
