We are hiring an experienced, strategic, and action-oriented Head Of Department of HRGA to lead and elevate our human capital and general affairs functions. This role is ideal for a strong leader who excels in process execution, team control, and high-stakes decision-making. You will be expected to drive end-to-end transformation while enforcing operational discipline and performance culture across the organization.
ROLE PURPOSE
To lead and control the company's HR and GA functions by implementing strategic systems, ensuring compliance, driving performance, and instilling strong ownership and accountability across all levels of the team.
KEY RESPONSIBILITIES
A. Human Capital Strategy & Governance
* Develop and execute a long-term human capital roadmap in line with corporate strategy.
* Oversee organizational design, structural efficiency, and workforce alignment with business objectives.
* Ensure governance, policy consistency, and discipline enforcement across all HR functions.
B. People Control & Team Accountability
* Build and maintain strong control over the HRGA team's daily execution, deliverables, and behavioral discipline.
* Conduct periodic performance reviews, instill high accountability, and take corrective action decisively.
* Create a performance-oriented culture that rewards execution and addresses non-performance swiftly and professionally.
* Strengthen managerial reporting lines and instill clarity of roles and responsibilities throughout the department.
C. Talent Management & Development
* Lead strategic manpower planning, recruitment, and talent pipeline development.
* Implement structured leadership development and succession planning for critical roles.
* Maintain clear Individual Development Plans (IDPs) with measurable outcomes and timelines.
D. Labor Relations, Compliance & Discipline
* Handle labor negotiations, dispute resolutions, and maintain strong engagement with union bodies (if any).
* Ensure strict compliance with labor law and company regulations; uphold code of conduct enforcement.
* Drive consistent and fair application of disciplinary procedures, grievance handling, and employee relations protocols.
E. General Affairs Oversight
* Oversee all GA-related areas: facility management, asset control, security, logistics, and vendor contracts.
* Ensure all operations under GA are cost-effective, auditable, and risk-controlled.
* Supervise all licenses, legal documentation, permits, and regulatory compliance matters.
REQUIREMENTS & QUALIFICATIONS
* Minimum 5 years of leadership experience in HRGA, with at least 5 years in a Head Of Departement.
* Strong experience in organizational control, performance enforcement, and team accountability.
* Proven success in HR transformation projects, HRIS/digital tools, and HR/GA process reengineering.
* Deep understanding of Indonesian labor law, GA infrastructure, and risk/governance in operations.
* A hands-on, firm, and execution-focused leadership style, with the ability to challenge, correct, and improve.
* Fluent in English and Bahasa Indonesia, both verbal and written.
