Health Economist for Healthcare and Social Welfare Policies

Under the broad direction of the Governing Board, the thought leadership of the President, and the guidance of the Chief Economist and other senior management officials, and reporting to the Director of Healthcare, the Health Economist for Healthcare and Social Welfare Policies is expected to play a leading role in the high-quality management and delivery of research projects.

Key Responsibilities:

  • Undertake high-quality, action-oriented, and tailor-made research to support evidence-based policy implementation, contributing to sustainable and innovative health and social systems in the Asia-Pacific community. This will be carried out primarily through projects led by the Healthcare Unit, including AMS-endorsed ASEAN Health Division initiatives supported by ERIA.

  • Propose and manage policy-oriented research projects and publish policy papers and briefs in the aforementioned areas and related topics.

  • Demonstrate strong communication and presentation skills, engaging confidently with diverse audiences and representing ERIA at international conferences, meetings, and symposiums as required.

  • Provide strategic advice at regional, national, and local levels, and stay informed of emerging trends, technologies, and best practices in the field.

  • Engage with key stakeholders—including governments, industry, academia, civil society, and international and non-governmental organisations—through knowledge management, policy guidance, technical assistance, and capacity building.

  • Perform other duties as assigned by the President and/or other senior management officials.

Qualifications:

  • An advanced degree, preferably a PhD, in health economics, development economics, health policy, public health, global health, social sciences, or other relevant fields.

  • A minimum of 7 years of relevant work experience at the national and international levels in public health, global health, health policy, health systems development, health financing, social welfare, or related areas.

  • Strong analytical and research skills, with experience in health and social welfare policy in ASEAN and East Asia.

  • Excellent writing skills in English, with a proven track record of high-quality publications.

  • Extensive experience in managing and analysing diverse data sources.

  • Ability to effectively present key findings to public and professional audiences.

  • Strong communication and interpersonal skills, with the ability to work harmoniously and flexibly within a multicultural team. Experience in engaging with government officials in Asian countries and familiarity with regional working cultures are desirable.

Language Requirements:

  • Excellent written and spoken proficiency in English.

  • Proficiency in Southeast or East Asian languages would be an asset.

Working Conditions and Terms of Employment:

  1. Salary and Benefits: ERIA offers a highly competitive international salary, including accommodation and education allowances. Salary is denominated in US dollars.

  2. Term of Appointment: The position is offered on a fixed-term basis for one or two years, with the possibility of renewal for up to a maximum of five years, subject to performance and budgetary availability, and upon reappointment by the President.
