The International Federation of Red Cross and Red Crescent Societies (IFRC) is the worlds largest humanitarian organization, with a network of 191-member National Societies (NSs). Australian Red Cross (AuRC) has programs and partnerships across the Asia and Pacific regions, as well as contributions to global humanitarian initiatives. The Palang Merah Indonesia (PMI) partnership (‘the partnership) is one of AuRCs four key partnerships in Asia. It focuses on three key ‘streams of programming: risk management development, disaster risk management, and disaster response. Localisation is central to AuRCs approach, supporting its National Society partners to lead their programming, meet their strategic goals, and be key humanitarian voices in national, regional and global forums.

The Manager, Technical Support Team, will report to AuRCs Senior Manager, Asia and Global (Melbourne-based), and work alongside program coordination, administration and other technical support roles in driving the PMI-AuRC partnership. The Manager, Technical Support Team will also manage two other in-country technical support roles - Finance and Procurement Specialist and Quality and Accountability Specialist.

The Manager, Technical Support Team will lead the Australian Red Crosss (AuRC) technical support to Palang Merah Indonesia (PMI) in the area of program management, with a primary focus on institutional strengthening and disaster risk management-related programming. This role is critical to advancing long-term capacity development and supporting strategic outcomes under the evolving PMI-AuRC partnership.

Working in close coordination with the Program Advisor, Asia and Global, and the broader AuRC team, the Manager will ensure that AuRCs support to PMI is strategically aligned, locally driven, and responsive to PMIs goals. The role will strengthen PMIs programmatic leadership capacity and promote PMIs transition from project-based to strategic, coordinated, and transparent program management approaches.

This position will also oversee national staff within the Jakarta-based team, including any additional roles identified jointly by PMI and AuRC, ensuring a cohesive and effective technical support structure.

  • Program Cycle Management: Provide direct technical support to PMI across the full program cycle including program and activity planning, implementation, monitoring and evaluation (MEL), and planning for timely, high-quality donor reporting.
  • Strategic Planning and Management: Support PMI to take a strategic approach to program planning and delivery, including the sequencing of activities, prioritisation of interventions, and strengthening linkages across sectors and with other partners.
  • Technical Support on Disaster Risk Management (DRM): Offer hands-on support for the design and management of successful community-level disaster risk reduction (DRR) initiatives and the implementation of national anticipatory action frameworks and minimum service standards at provincial and district levels.
  • Milestone Setting and Systematisation: Assist PMI in establishing clear program milestones, organizing workflows, setting realistic deadlines, and systematising program management practices.
  • Communications and Coordination: Strengthen coordination within PMI (HQ, province, branch levels) and between PMI and external partners (e.g. local specialist organisations, other Movement partners), ensuring coherent communication, alignment of efforts, and knowledge sharing.
  • Development of Tools and Guidance: Lead the development and institutionalization of tools, templates, and guidance materials to support effective program management, risk management, accountability, and quality assurance (e.g., checklists, planning templates, SOPs).
  • Capacity Building and Mentorship: Mentor and coach PMI colleagues and national team members in program management competencies, ensuring knowledge transfer and local ownership of processes and systems.
  • Team Management: Supervise Jakarta-based national staff, provide technical oversight, support staff development, and ensure collaborative and high-functioning team operations.
  • Cross-Cutting Integration: Promote integration of cross-cutting issues such as risk management, protection, gender, inclusion, climate resilience, and community engagement in program design and implementation.
  • Partnership Engagement: Represent AuRC in relevant technical forums, actively engage with PMI, DFAT, and other stakeholders to advocate for alignment with shared priorities and good practice.
  • University degree in relevant field
  • Relevant qualifications and/or experience in disaster risk management - with a focus on preparedness and anticipatory action
  • 10 - 15 years of experience with 5-8 years of working in the area of expertise in humanitarian or development program management, preferably with civil society organisations
  • Strong understanding and hands-on experience in program cycle management, including MEL, reporting, and adaptive planning.
  • Strong technical knowledge of disaster risk management, anticipatory action, preparedness, and response
  • Excellent team leadership, interpersonal, and communication skills with demonstrated experience in cross-cultural collaboration
  • Demonstrated strategic capability with an ability to design and guide complex, multi-stakeholder programs
  • Demonstrated experience in mainstreaming cross-cutting themes such as climate resilience, protection, gender and inclusion (PGI), and sustainability into programming
  • Strong interpersonal skills and capacity-building experience, including mentoring and facilitating learning among diverse teams across local and national levels
  • Familiarity with risk management and practices, including embedding risk assessments and mitigation strategies into program design and delivery
  • Experience incorporating donor compliance requirements into program planning, monitoring, reporting, and risk management processes. Knowledge of DFAT compliance framework desirable
  • Experience working with Red Cross Red Crescent National Societies (preferred)

    • Comfortable using digital platforms such as Microsoft Teams, WhatsApp, SharePoint, and cloud-based file sharing to coordinate across multiple teams and locations
