Job Description

Purpose:

• To produce investment cost estimates for offshore/onshore development projects during the various project phases and as input into the project plan and budget.

• To ensure accuracy of cost structures and cost estimates.

• To validate estimates produced by Contractors or Third parties.

• To gather and consolidate contribution from Professional Areas, ensuring cost completeness for project economic evaluation.

• Ensure selection/development/update of appropriate methods and tools for the execution/validation of cost estimates.

• To feed and update databases and to perform cross project analysis

General Accountabilities and Responsibilities:

• Provide specialist input for the implementation of cost estimating processes

• Ensure cost estimates accuracy by providing specialist input to maintain and update estimating methods, tools and databases

• Preparing Project Cost Estimate procedure

• Collecting and analyze data on all of the factors that can affect costs, such as materials, labor, location, duration of the project, and special machinery requirements, including computer hardware and software

• Producing the best estimate allowed from the available information

• Participating/validating cost risk analysis and cross project analysis

• Reviewing contractors or third parties cost estimates

• Preparing Project Cost Breakdown Structure (CBS), coherent with the Work Breakdown Structure (WBS) in the ITT document (Scope of Work/Supply and project schedule)

• Assessing cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops

• Consulting with personnel in other departments to discuss and formulate estimates and resolve issues

• To confer with engineers, contractors and subcontractors, SKK Migas on changes and adjustments to cost estimates

• Preparing estimates used by management for purposes such as planning, organizing, and scheduling work

• Preparing estimates for use in selecting vendors or subcontractors

• Reviewing material and labor requirements, to decide whether it is more cost-effective to produce or purchase components

• Preparing cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project

• Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction

• Creating and updating Development Cost database as reference for future development activities

Requirements

Qualifications & Experiences:

- Education: Engineering or technical degree

- Professional Qualification:

• Experience as Cost Estimator in a major oil and gas company

• Not less than 5 years of working experience in oil & gas industry, both offshore and onshore

• Not less than 5 years of cost estimating experience

- Language: Fluent in English and Bahasa Indonesia

Required Competencies:

Technical Competencies

- Good knowledge and understanding of Project Management methodologies and techniques, Project Planning, Cost Control, Risk analysis, Procurement strategy and Contract Administration

- Good degree of computer literacy in Microsoft Office and Cost Estimating software

- Good abilities to read, understand, interpret, and write reports and documentation

Non-Technical Competencies

- Very good ability to work independently when required

- Good communication skills at all levels.

- Experience of working in multi-national environment, high ability to work effectively with people from multiple cultures and backgrounds
