Overview
Request for Proposal: Capacity Building Program for Law Enforcement Officials on Forced Labor and Modern Slavery.
Purpose: To conduct a human rights-based capacity building program for law enforcement officials on forced labor and modern slavery in Indonesia in collaboration with Komnas HAM and Yayasan Integritas Justitia Madani Indonesia (IJMI).

Objectives of the Capacity Building Program
- Enhance conceptual understanding of forced labor and modern slavery, including definitions, indicators, and legal distinctions between forced labor, human trafficking, and other forms of exploitation, using national and international legal frameworks.
- Strengthen human rights-based approaches in law enforcement; equip participants with tools to apply a human rights lens in identifying, investigating, and adjudicating cases, ensuring victims’ rights are respected.
- Improve inter-agency coordination and case handling; foster collaboration among law enforcement institutions for more effective and coordinated responses.
- Promote survivor-centered and trauma-informed practices; introduce ethical, trauma-sensitive approaches to ensure justice processes contribute to survivor recovery and empowerment.

Scope of Work
- Lead Capacity Needs Assessment and Stakeholder Consultations
- Conduct a desk/literature review of relevant national and international training materials, legal frameworks, and IJM resources to ensure the program builds on existing work and avoids duplication.
- Organize and conduct key informant interviews (KIIs) with selected law enforcement stakeholders (police, prosecutors, judges) to gather insights into existing capacities, gaps, and barriers.
- Produce a Needs Assessment Report detailing identified capacity gaps, training priorities, capacity development actors, and recommendations for curriculum development.
- Design Capacity Development Strategy and Training Modules
- Review existing national and international modules and identify content suitable for adaptation to the Indonesian context.
- Develop a comprehensive capacity building strategy that integrates legal, operational, and human rights-based approaches.
- Create draft training modules, including legal references, case studies, facilitation guides, and job aids.
- Facilitate stakeholder consultation workshops to validate the draft curriculum and ensure institutional ownership.
- Finalize training materials incorporating feedback from validation sessions.
- Facilitate Training Sessions and Post-Training Mentorship
- Conduct Training of Trainers (ToT) or pilot training sessions and module field test for selected law enforcement officials.
- Refine training delivery methods based on participant evaluations and facilitator reflections.
- Deliver full-scale training sessions in targeted high-priority regions, using interactive methods such as role-playing, group discussions, and case study analysis.
- Distribute all training materials and tools to participants for ongoing reference.
- Implement post-training mentorship, in-person or virtually, providing one-on-one or group-based technical support focused on real case applications.
- Coordinate With Komnas HAM And Other Stakeholders
- Maintain regular coordination with Komnas HAM to ensure integration of human rights-based analysis into training content and delivery.
- Engage other relevant government agencies, justice sector actors, and partner organizations to strengthen inter-agency cooperation.
- Ensure all activities are implemented in line with the agreed work plan and reporting schedule.
- Deliverables Within Agreed Timelines
- Submit all reports and deliverables in accordance with the work plan, including: Needs Assessment Report; Validated Training Curriculum and Modules; Training/ToT Reports; Mentorship Activity Reports; Final Project Report with lessons learned and M&E summary.
Deliverables
- Needs Assessment Report with findings and recommendations.
- Validated Training Curriculum and Modules (including legal references, case studies, and facilitation guides).
- Pilot Training/ToT and module field test report with participant feedback and module revisions.
- Training Delivery Reports with attendance, evaluation results, and learning assessments.
- Post-Training Mentorship Report detailing activities and participant progress.
- Final Project Report with lessons learned, recommendations, and an M&E summary.
Qualifications of the Consultant
- Extensive and well-established network with law enforcement agencies at national and sub-national levels, particularly in Kepulauan Riau, NTT, NTB, and West Kalimantan.
- Proven experience in designing and delivering capacity building for law enforcement or justice sector actors.
- Strong expertise in human rights, forced labor, modern slavery, and trafficking issues.
- Knowledge of Indonesian legal frameworks and operational context.
- Demonstrated facilitation skills and participatory training approaches.
- Strong research, analysis, and report writing skills.
- Fluency in Bahasa Indonesia and English (spoken and written).
- Experience working with government, civil society, and international organizations in Indonesia.
Duration and Location
5 months, from November 2025 to April 2026. Activities in Jakarta and selected provinces, with possible travel to training sites.
Reporting and Coordination
The consultant will report to Yayasan IJMI’s Program Management Lead and coordinate with Komnas HAM. Regular coordination meetings will ensure alignment and progress tracking.
