Indonesia is one of Germanys global development partners. On behalf of the German Federal Ministry of Development and Economic Cooperation (BMZ) KfW finances an ambitious climate change agenda with an ongoing portfolio of roughly EUR 2 billion. As part of this agenda, Indonesia and KfW, jointly prepare, finance, and implement numerous infrastructure projects in the fields of Energy Transition, Mobility, Circular Economy, (Waste)Water, Forestry and Protection of Biodiversity.
KfW is using various financial instruments ranging from grants to concessional loans, including Policy Based Loans (PBL) and Results based Loans (RBL). KfW is often cooperating with other development banks such as ADB and AFD, It has acquired substantial EU funding to support policy dialogue and to prepare infrastructure investments.
The KfW Office in Jakarta is looking for a Sector Coordinator for Policy-/ Results-Based Lending (PBL, RBL) as well as Environmental Urban Infrastructure.
The KfW Office team in Jakarta currently comprises 16 staff. As part of the team under the overall guidance of the Office Director and in close cooperation with colleagues at KfW head office in Frankfurt (KfW HO), Germany the Sector Coordinator shall - together with the Senior Sector Coordinator in charge of PBL/RBL sector activities - act as an interface between partners in Indonesia and KfW HO. Thus, the Sector Coordinator shall collaborate and establish trustful working relationships with KfW´s project partners, such as Indonesian Government officials at various Ministries (including Bappenas and various Line Ministries), PT.SMI as well as relevant representatives from Provinces in which projects are being developed and implemented.
The tasks of the Sector Coordinator include but are not limited to the following:
RBL/PBL
- Support the Senior Sector Coordinator in his role as KfW`s focal point and expert in Jakarta for PBL/RBL in the preparation and implementation of PBL/RBL in the energy, circular economy and possible other sectors.
- Assist the Senior Sector Coordinator in representing KfW in PBL/ RBL and support their design, execution and monitoring as well as aligned technical and advisory measures. Prepare and conduct the sector dialogue, if applicable, together with the co-financing partners, at technical level and in close cooperation with the respective portfolio manager(s) at HO.
- Identify and pursue potential investment opportunities for future PBL and RBL in the context of climate finance and contribute to the preparation and design of future bankable projects for financial cooperation.
- Jointly with HO and the Senior Sector Coordinator, support the efficient implementation of EU funded projects, maintain day-to-day communication with EU and intermediate communication between EU, KfW HO and Indonesian Partners, including the preparation of Working Group Meetings for EU-Projects, identify and help organise visibility events for EU funded projects in close cooperation with all stakeholders.
Infrastructure
- In coordination with relevant colleagues identify and actively pursue potential infrastructure investment opportunities in the field of urban environment.
- Support the preparation and appraisal of environmental infrastructure projects..
- Monitor and support the implementation of ongoing environmental infrastructure projects according to KfW rules and regulations, facilitate efficient handling of project related processes, address bottlenecks and suggest solutions for pending problems and efficiency increase. Support the contracting and supervision of consultancy firms in support of new and ongoing projects. Promptly inform all parties involved in Jakarta and KfW HO on all circumstances which require attention and further action.
Other tasks
- Liaise closely with KfW HO and deepen the excellent working relationship with all relevant stakeholders in Indonesia, including KfW´s partners in the Indonesian Government and in the provinces as well as with other peer financing institutions like ADB, AfD, World Bank, EU and GIZ.
- Monitor closely relevant sector trends, changes in the regulatory and institutional environment, risks to KfW operations and provide regular updates on important topics to colleagues in Jakarta and Frankfurt.
- Jointly with HO and the Senior Sector Coordinator, support the efficient implementation of EU funded projects, maintain day-to-day communication with EU and intermediate communication between EU, KfW Headquarter and Indonesian Partners, including the preparation of Working Group Meetings for EU-Projects, identify and help organise visibility events for EU funded projects in close cooperation with all stakeholders.
- Provide advice and support to Indonesian partners on KfW rules, regulations, and procedures.
- Support missions from KfW HO in preparation to and during their stay in Indonesia, including preparation and organization of meetings with relevant stakeholders, preparing travel schedule and activity plans, support drafting of minutes of meetings, organizing travel arrangement (in coordination with administrative staff), etc.
- Represent KfW at relevant workshops, conferences and seminars in Indonesia and prepare briefings for colleagues at the Jakarta office and at headquarters.
- On a representative basis, support the Director of KfW Office Jakarta (e.g. by arranging appointments, coordination of monthly office reports, managing high-level missions, develop presentations and written outputs as needed, support in corresponding with international and Indonesian stakeholders).
The scope of the position will be regularly reviewed and might be adapted in accordance with the needs of the portfolio and of the KfW Office Jakarta.
Requirements and skills (inter alia)
- Graduate Degree in economics, finance, urban planning, infrastructure, sustainability, environmental engineering, or its equivalent.
- At least 6 years professional experience in development finance with an international organisation, development bank, the Indonesian government, an Embassy or a consultancy firm.
- Work experience with relevant political stakeholders and/ or state-owned financial institutions. Experience with (ODA) projects financed by international development banks.
- Knowledge of the Indonesian public financial management system, policy reform processes as well as political, economic and regulatory framework conditions, including Blue Book/ Green Book.
- Proven experience in dealing with (senior levels of) Government officials of Indonesia and international organisations.
- Strong analytical and comprehension skills and ability to express those easily in writing.
- Excellent command of English and Bahasa (spoken & written, proficiency in German will be an advantage).
