SAFEGUARDING AND DATA PROTECTION SPECIALIST
Child Safeguarding:
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard level in the UK or equivalent in other countries).

ROLE PURPOSE
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across four provinces in Indonesia. The Global Partnership for Education (GPE) funds the program through the Multiplier Grant allocated for Indonesia, leveraging the Australian Governments Department of Foreign Affairs and Trade (DFAT) investment for its INOVASI Phase 3 program.
KREASI and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representative, were appointed by the Ministry of Education, Culture, Research, and Technology (MoECRT) and the Ministry of Religious Affairs (MoRA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesias national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each students interests, talents, and needs, focusing on holistic, relevant, and sustainable education.
This program will synergize its strategies and implementation with the successful DFAT INOVASI program. This alignment ensures that KREASI adheres to proven practices and complements Indonesias national education strategies.
Through extensive consultations with national, provincial, and district stakeholders, KREASI has been designed to address the specific needs of targeted regions by improving curriculum and assessment processes, enhancing teaching practices, fostering educational leadership, and ensuring child protection in education. The program strongly emphasizes Gender Equality, Disability, and Social Inclusion (GEDSI) and climate change education, ensuring that the most marginalized children, including those with disabilities, have access to quality education in safe and inclusive environments.
With a commitment to sustainability and systemic change, KREASI aims to empower local government stakeholders, partners, and communities, ensuring that the gains achieved through the program are both impactful and enduring. At the national level, Save the Children operates under the supervision of MoECRT and MoRA and in close collaboration with MPI/LEG to ensure that the program contributes to systemic and transformational change within Indonesias education sector.
In order to deliver our commitment to identify and respond effectively to any kind of associated risks, KREASI will establish a Safeguarding system for the programme and partners. The effective response to concerns, suspicions or allegations of abuse is a key aspect of this framework. This position will provide technical support and build the capacity of all staff, volunteers, partners and other stakeholders on safeguarding matters, monitor safeguarding compliance, as well as promoting a culture of learning and accountability on Safeguarding including Child Safeguarding and Adult Safeguarding, within Save the Children Indonesia.
Working with many partners increases the complexity and risk of safeguarding breaches or data mishandling. A dedicated specialist monitors, assesses, and supports partners to minimize these risks, ensuring that all actions align with Save the Children policies. Each partner has different levels of understanding and systems. The specialist helps align everyone under one safeguarding and data protection framework — including standardized reporting mechanisms, incident management procedures, and data security protocols - all through a Safer Programming lens. The Specialist will also be part of the Safeguarding Focal Point team at Save the Children Indonesia to ensure effective coordination in the implementation and compliance of the safeguarding system.
KEY AREAS OF ACCOUNTABILITY:
Safeguarding Leadership
- Adapt, update, and implement SCI safeguarding policies and procedures across KREASI and partner organizations, in close coordination and close collaboration with the Save the Children Indonesia Safeguarding Focal Point (SFP) team.
- Integrate safeguarding considerations into program design, implementation, and monitoring.
- Lead safeguarding due diligence assessments for implementing partners.
- Provide technical advice and support to partners on developing their own safeguarding frameworks.
Capacity Building and Training
- Work closely with the Save the Children Indonesia SFP team, design and deliver safeguarding and data protection training and refresher for KREASI staff and implementing partners.
- Facilitate workshops, coaching, and awareness-raising activities related to safeguarding and safe programming.
- Support partners in developing child-friendly and community-friendly reporting and feedback mechanisms.
Compliance Monitoring
- Conduct regular monitoring visits and spot checks to KREASI teams and partners to ensure safeguarding and data protection compliance.
- Induct and train KREASI team and partners on Datix and develop safeguarding and data protection risk registers and action plans.
- Ensure safeguarding and data protection are fully integrated into partnership agreements and grant compliance frameworks.
Incident Management
- In coordination with the SC Indonesia Safeguarding Focal Point, maintain the safeguarding incidents/potential harms database and co-lead the response to safeguarding concerns or incidents in collaboration with relevant internal stakeholders.
- Ensure safe, confidential, and timely reporting and escalation of safeguarding incidents.
- Provide technical guidance on investigation procedures, survivor support, and corrective actions.
Data Protection
- Ensure all personal data collected from beneficiaries, staff, and partners is managed in compliance with Save the Children policies and applicable data Indonesia protection laws.
- Support partners in building secure data management practices, including data collection, storage, sharing, and disposal.
Any other tasks as assigned by the KREASI Head of Operation.
QUALIFICATIONS AND EXPERIENCES
Education and Experience Background:
- Bachelors degree in Law, Human Rights, Child Protection, Social Sciences, or related fields. Masters degree is a plus.
- Minimum 5 years in safeguarding, child protection, protection programming, or data protection, preferably with NGOs or international organizations.
Skills and Knowledge.
- In-depth knowledge of safeguarding standards, donor safeguarding frameworks.
- Strong understanding of data privacy regulations and ethical data management.
- Experience working with implementing partners and capacity building.
- Excellent verbal and written communication skills
- Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
- Strong interpersonal skills, with the ability to work collaboratively with diverse teams and partners.
- Experience in conducting safeguarding investigations and/or disciplinary investigations would be preferable.
